¿Mexico D.F., bike friendly city?

I won´t say it isn`t a stretch, but they are trying.  Mexico City`s mayor is apparently a strong advocate for bicyclists.  The city rents bikes for free at the zocalo, and the whole downtown area is saturated with signs like the one above.

Best of all, they close down Reforma Avenue on Sunday mornings for bicycles from Chapultec Park all the way to the Alameda downtown.  Now, for those of you unfamiliar with Mexico City, let me tell you that this is a showing of substantial commitment to the idea of inner-city biking.  Reforma is the main artery across town and for any driver who needs to use it on a Sunday (which is thousands of people), it must be absolutely maddening.

There are also nascent bike lanes painted all over town, which I have observed to be completely ignored by the city´s drivers.
