Still no decision to charge El Tour hit and run driver

I don’t understand the hold up here. The guy obviously left the scene of an accident. But the Daily Star is reporting that the Pima County Attorney’s Office still has not made a determination on whether to charge him. Odd. (The driver critically injured one rider, Gary Stuebe).
