Carlos was a local businessman who gave tons of time to good causes and was training for an IronMan. In September 2008 we lost a local college student, Sarah Chapman, one block from campus. Sarah was one of those ray of sunshine folks who lit up a room when she entered and was super fun to be around. In both cases the drivers admitted they were distracted doing something with their cell phones. In both cases, no charges were filed.
